Talks between Canada and the United States on a trade deal are at an intense phase, Prime Minister Mark Carney told reporters on Monday, reiterating that an agreement without any tariffs at all was unlikely.

Politicians and industry leaders have long pushed to remove barriers to interprovincial trade. Trump’s tariffs are giving the effort new momentum.

Recent pacts with Britain, Europe and Japan mean that autos exported from those countries and regions face lower U.S. tariffs than Canadian vehicles do.
